COGIR, Council of Gulf International Relations, is an International NGO and non-profit organization registered in England and Wales. Established and based in London since 2005, COGIR continued to engage in research, advocacy, sensitization and direct action programs for the promotion of more understanding between Gulf people and other nations.  COGIR works to serve the needs of Human rights, peace, democracy and the needs of the civil society around the world. COGIR Promotes more understanding between West and East,  South and North and between Arab-Islamic civilization and its contemporaries. COGIR is a regional network of non-government organizations (NGOs), associations, unions of activists and individual advocates in Arabian Gulf, Europe and north America who are committed to  protect and promote human rights religions tolerance, peace and dialogue. COGIR achieves its policies and activities throughout its joint institutions which are:                                      GAP&FM: Gulf Association for Press and Free Media.                                      WFA: Association of Gulf Women and Family.                                                          GCA: Gulf Cultural Academy.             GHR: Association of Gulf  Human Rights                                                   GISIS: Gulf Institution of  Strategic and International Studies .

مجلس العلاقات الخليجية الدولية (كوغر) مؤسسة مجتمع مدني دولية  يعود تأسيسها الي عام 1999 وهي مسجلة ومشهرة قانونيا وفقا للأنظمة التي تنظم عمل الجمعيات الخيرية في انجلترا وويلز في ديسمبر 2005 . ويهدف كوغر الى تنمية العلاقات بين شعب ومؤسسات الخليج ونظرائها من الشعوب الصديقة. ويعمل كوغر على المساهمة في خدمة قضايا حقوق الإنسان، السلام، الديمقراطية وأهداف مؤسسات المجتمع المدني التي تنادي بتحقيق المبادئ الإنسانية. ويؤمن كوغر بثقافة السلام والحوار ونبذ الارهاب والتطرف. ويعمل كل جهده لنشر وتحقيق هذه الثقافة بالتعاون مع الحكومات والمنظمات ومؤسسات المجتمع المدني. ولندن هي المقر الرئيسي لكوغر أما المقر الاقليمي المؤقت في الخليج فهو في دولة الكويت. ويمارس كوغر أعمالة وسياسته ونشاطاته أيضا من خلال مؤسساته وجمعياته العالمية المتخصصة، التي تعمل تحت اسمه وقانونيته وهي كالتالي: الجمعية الخليجية للصحافة وحرية الإعلام (غاب اند اف ام). رابطة المرأة والأسرة الخليجية (وفا). الأكاديمية الثقافية الخليجية (جي سي ايه). الجمعية الخليجية لحقوق الإنسان (جي اتش آر). المعهد الخليجي للدراسات االاستراتيجية والدولية (غيسيس). اتحاد الكتاب والمحللين الخليجيين (غلفك). اتحاد سيدات الاعمال الخليجيات (يوغلب). الجمعية الخليجية الاقتصادية (جيكاس). رابطة الطلبة الخليجيين (جي اس ايه).
